Technical Approach
With special tools and techniques, the technical community has a methodological approach for addressing change. These methods can be derived from several sources such as: the IT Governance Institute, Software Engineering Institute (SEI) and the System Administration, Networking, and Security (SANS) Institute. “The IT Governance Institute (ITGI) was established in 1998 to advance international thinking and standards in the directing and controlling an enterprise’s information technology (COBIT, 2006). One of the goals of this institute is to help ensure that the goals of an organization are met by appropriately managing IT related risks and opportunities. The SEI is a federally funded research and development center conducting software engineering research in acquisition, architecture and product lines, process improvement and performance measurement, security, and system interoperability and dependability. SANS is a research and education organization offering computer security training for system and network administrators and security professionals.
Control Objectives for Information and related Technology (COBIT) 4.0 is a publication of ITGI that addresses many areas including IT change management. An examination of this document shows it follows a consistent framework: high-level control objective; detailed control objectives; management guidelines (input, outputs, RACI chart, goals and metrics); and maturity model. Further the document consist of 4 domains, 34 processes, 318 control objectives and 1,547 control practices (Milroy, 2001, p. 12).
